The fighting's approach to the Chinese border was one reason Beijing decided to intervene. On October 8, Mao Zedong ordered the formation of the Chinese People’s Volunteers under Peng Dehuai's command. Despite their name, the force consisted primarily of regular units of the Chinese People’s Liberation Army. On October 19, Chinese troops began crossing the Yalu River, and on October 25, they entered their first battles. Their involvement significantly changed the course of the war: subsequent offensives by Chinese and North Korean forces compelled UN forces to retreat from North Korea. 1
