This isn't specifically about how to create skins (Obviously, that's just creating the skin using the eventual template and then saving it properly) but what I was curious about is if there's a way for people who create skins to make it so that they appear better in game when they or others use them.
With the included in-game skins, they obviously appear in the clean way they appear where they just show up by name. But with the created skins, they show up by file name without a thumbnail. It may already be possible and I'm just not aware, but is there a way to make it so that our skins that we create can show up the same way that the included ones do?

You want a thumbnail of user made skins to appear in the skin selection menu?

Seems a good idea.

One thing I want to see are skins from the various squadrons, without tactical numbers so that I can add my own.

Yeah, being able to create a thumbnail would be a great first step, as would just being able to edit something (I know DCS has the description.lua file that lets you set the name that shows up in the game, and it would be nice to have something like that where you could just drop a folder (or better still, a zipped file) with the 2 textures (the model texture itself and the reflective model that's used for stuff like reflective metal or painted surfaces) and then the thumbnail, while a file inside could tell the game what skin name to display as well as which thumbnail to use.
