It depends on what mission if it has been edited. I think career missions and other single player preset missions don't have this option. Most editors put some fuel trucks or something similar so you can identify it.

I was wondering about this a while ago too. And now we know which vehicles to add in the Mission Editor to replenish ammo and fuel.
