Since the radio operator uses radar, can he report the altitude of targets?

Depends on the radar type yes? For example the AN/CPS-1 American radar did not report target altitude. The later CPS-4 radar could detect target height up to 10km. Both appear in KOREA. You can view all 5 radar types in the MUSEUM
