Wingman orders and the Red Circle

I'm assuming that it's a aim-point to tell your Flight to attack that area.  And it looks like it turns into crosshairs when's it's over a target directly (I'm talking ground targets at least).  But how do you use it?  I'm telling them to attack ground targets through the menu, but I don't see how to say "attack what I'm looking at" using the red circle.  Anyone figured this out yet?  Is it even implemented? 

 

It looks to be a really cool addition, whatever the case.
