Need recomendation for system upgrade

Hi, my current specs is:

CPU: Ryzen 5 8400f

GPU: RX6700XT 12GB

RAM: DDR5 8x2 5200MHz

My main concerns is for now is RAM and CPU. IL 2 korea eats all available memory and loads some cores almost fully even in singleplayer 8 vs 8 quick mission. GPU reaches full utilisation, but compared to other modern games fps is only around 70 on high settings sometimes dipping into 50. I seen people that managed to run korea in vr on 3060, but in my case i not even thinking about trying to run vr.

So the question is what should i upgrade first? If it's cpu i am chosing between budget 9600x and 7800x3d for now. In current situation additional 8 GB sticks cost around the same price as new 9600x. Thanks in advance.

For gaming, the 7800x3d is much better.
