What is the purpose of the new "skin_dir" folder path in settings.cfg?

[Dash,Polder]

    show_net_skins = 1
    skin_dir = "graphics\\Skins\\"

Does it mean we can set a custom folder on another path or even drive to store massive amounts of custom skins outside the game?    

If that is possible, brilliant move guys!
