I presume the new launcher may appear in the 'Download' section under my Profile on the website. No idea when in the day this might happen, and it would be great if the game could be pre-downloaded to prevent a slow server logjam however. 1

But generally you are better off using openxr and bypassing steam altogether- depending on your headset.
