Thanks for the file its very useful. 

I wonder if someone can help, Fw 190 D-9, i want to remove all ammunitions and mods. 

All Mods disabled.... All good there In game all mods are locked.

This is what I need... 9 *** -1,-2,-3,-4,-5 *** Empty  *** Empty.

But in game i see 1 and 10

How to get rid of 1?

The payload number in game on the GUI is always 1 number higher than in the ME, so 10 (empty) is correct for payload number 9 in this case.

I'm not sure how to lock out the default ammunition setting (1) or if you can.

As 'Modification 0 (integer is 1)' has to be allways active

# Number *** #Group *** Integer *** Name
0 *** #0 *** 1 *** default

and as this also means the 'default' loadout  
0 *** -1,-2,-3,-4,-5 *** 2x MG131 (950x APHE) + 2x MG15120 (500x APHE) *** 0,1-MG131-APHE-950 + 2,3-MG15120-APHE-500

there seems to be no way to get rid of it (and I've tried several times)

There is also no way to eneble the 'smoke generator loadouts'
in a way, that makes them selectable.
The only way to get them into the planes is...
... create a separate plane on the airfield for each smoke generator you need...

And after choosing 'any' available modification the smoke generator is gone again (and default loadout is loaded)
So you'll also have to set the 'wanted' modifications for these planes, too
and the pilots have no option to change them in case the smoke generator is needed...

Not what I wanted to post (or wanted to discover when setting up airfields for special missions), but unfortuately the truth...
