If you buy from the site, you can buy any module, and the description says that you will get. I assume that you are talking about the modules for the current engine, not the new one for Korea.

Yes, any module purchased from the Il-2 website will give you the base game.

However, purchasing a campaign or a Collector Plane will not. When Campaigns require specific aircraft, it will be mentioned in the description.
